Consultation on the Ministry of Transport’s draft Long-term Insights Briefing 2025: Moving people in 2055
Overview
The Ministry of Transport is consulting on a draft of its Long-term Insights Briefing for 2025, which focuses on moving people in 2055. We welcome any feedback on the draft, and in particular are seeking views on:
- The trends we’ve identified as being most important for the land transport system
- Our use of the National Transport Modelling or ‘Monty’ tool, including possible future applications
- The findings from our two scenarios.

What is a Long-term Insights Briefing (LTIB)?
The Public Service Act (2020) requires government departments to publish a Long-term Insights Briefing at least once every three years.
Long-term Insights Briefings are designed to be ‘think pieces’ on the future, providing information about medium and long-term trends, risks and opportunities that may affect Aotearoa New Zealand. They give effect to the Public Service’s stewardship responsibilities and are not government policy.
